Exports metrics about JVM garbage collectors.

Example usage:

 
   new GarbageCollectorExports().register();

Example metrics being exported:

   jvm_gc_collection_seconds_count{gc="PS1"} 200
   jvm_gc_collection_seconds_sum{gc="PS1"} 6.7
