        Parameters:
        location - The location for which resource usage is queried.
        Returns:
        the List Usages operation response as paginated response with PagedFlux.
        Throws:
        IllegalArgumentException - thrown if parameters fail the validation.
        ApiErrorException - thrown if the request is rejected by server.
        RuntimeException - all other wrapped checked exceptions if the request fails to be sent.
